3. Minutes and Matters Arising
   1. To approve the minutes of the Meeting held on 20 June 2011.
   2. To approve the minutes of the Extraordinary Meeting held on 24 June 2011.
   3. To receive the minutes of the Planning Committee held on 20 June 2011.
   4. To receive the draft minutes of the Staffing Committee held on 11 July 2011.
   5. To receive the draft minutes of the Manor Vale Committee held on 15 July 2011.
   6. To consider matters arising.
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business.
5. Discussions with District and County Councillors
   1. County and District Councillors to respond to questions already posed
   2. Town Councillors to raise urgent matters recently arisen
   3. County and District Councillors to advise the Town Council on any new matters
6. Old Road Play Area
   1. To consider taking on the responsibility for the Old Road following a letter from the Play Association stating that the charity would be dissolving in September 2011.
   2. To discuss insurance for Old Road Play Area & Skate Park.
   3. If the Council do decide to take responsibility for the Play Area, to consider how to manage play equipment checks and litter picks.
7. To consider holding Town Council surgeries on a regular basis so that members of the public can meet Councillors and discuss local matters.
8. The Old Library
   1. To review the current state of the Old Library and consider its future use.
   2. To consider ways of raising money with regard to the Old Library.
9. To decide on a list of charges following a discussion at the last Ordinary Meeting regarding the present and future costs of the Town Cemetery.
10. To ratify the decision to amend standing orders in order to allow the Chairman to invite a member of the public to speak during a meeting.
11. To consider future development of the current web services used by the Council.
12. Council Offices
    1. To approve the signing of a 4 year lease for the Shambles Office.
    2. To receive an update on the refurbishment of the office
13. Speed Limits
    1. To consider requesting that North Yorkshire County Council erect a speed limit sign by the Playing Fields.
    2. To consider erecting a speed limit by the Kirkbymoorside Community Primary School.
    3. To consider moving the speed limit sign in Ings Lane to extend past the current housing.
14. To discuss the replacement of tubbed tree previously removed from Piercy End.
15. Parish Plan
    1. To consider the possibility of starting a Parish Plan for Kirkbymoorside
    2. To agree a process for drawing up a questionnaire for information gathering in relation to the preparation of the Parish Plan (should a) be agreed)
16. Consider requests for grants (application forms provided separately):

    1. To approve cheque payments according to the list provided
    2. To consider paying the landlord a set amount each month to cover electricity for the Shambles Office.
