  3. Minutes and Matters Arising
    1. To receive the minutes of the meeting of the Town Council that was not held on 21 October 2013 as the meeting was not quorate
    2. To receive minutes of the extraordinary meeting of the Town Council held on 30 October 2013
    3. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with District and County Councillors
    1. County and District Councillors to respond to questions already posed
    2. Town Councillors to raise urgent matters recently arisen
    3. County and District Councillors to advise the Town Council on any new matters
  6. To consider financial matters:
    1. To agree to approve cheque payments according to the list provided
    2. To receive the Financial Summary for November 2013
    3. To appoint the Town Clerk as the Responsible Financial Officer
  7. Neighbourhood Plan
    1. To agree a suitable format for the implementation of a Neighbourhood Plan http://mycommunityrights.org.uk/wp-content/uploads/2012/04/Neighbourhood-Planning-Quick-Guide.pdf
  8. Old Library
    1. To receive an update regarding the progress of the works to the former library building
    2. To agree to appoint Rhys Thomas as Construction Design and Management Co-ordinator at a cost of approximately £600
    3. To agree to proceed with the Building Control application with Aedis Regulatory Services at a cost of £420 + VAT
    4. To approve the cost of £48.50 for the discharge of planning conditions 02, 03, 04 and 05
    5. To agree to delegate responsibility to the Town Clerk, in consultation with the Old Library Working Group, for authorisation of necessary works/orders/permits in order to meet the objectives of the specifications for the development of the former library building
  9. To agree to authorise the Town Clerk to seek legal advice on questions concerning Business Rates as they affect the Town Council for projects like the Old Library and Sportsfield
  10. To consider contributing funds received from the Christmas tree scheme to enhance Santa's Grotto
  11. receive an update regarding the progress of the work on the old library.
