3. Minutes and Matters Arising
   1. To approve the minutes of the Extraordinary Meeting held on 31 August 2012
   2. To receive the minutes of the Play Areas Committee held on 6 August 2012
   3. To consider matters arising including:
      1. Procedure for booking Church House for meetings
      2. Library Staff concerns about handling benefits enquiries out of hours
      3. 'Welcome to Kirkbymoorside' Signs
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business.
5. Discussions with District and County Councillors
   1. County and District Councillors to respond to questions already posed
   2. Town Councillors to raise urgent matters recently arisen
   3. County and District Councillors to advise the Town Council on any new matters
6. To consider financial matters:
   1. To receive financial statements for the preceding month
   2. To approve cheque payments according to the list provided
   3. To approve the transfer of funds from deposit to meet September expenditure
   4. To approve the reinvestment of funds from the High Interest Deposit Bond maturing 20 September 2012
7. Bus Services
   1. To note a briefing from the Environment Group Transport Team and Northern Ryedale Public Transport Group
   2. To consider questions arising from the report
8. Old Library
   1. To receive a report on progress of the repair works
   2. To receive a report and discuss future uses of the building
9. Broadband, Web and e-mail-hosting Arrangements
   1. To note existing arrangements
   2. To discuss proposals for the future
10. NALC Code of Conduct & Register of Interests: To consider adoption of the Code and Register in the light of further information received
11. Street Lighting
    1. To consider a report by Highways on street lights in Kirkbymoorside
    2. To consider tenders received for maintenance of streetlights
12. Town Guide: To receive a progress report on production of copy
13. Parking & Waiting Restrictions: To consider proposals from Highways for variations to restrictions
14. Planning matters: To receive a report of the site meeting held in relation to the planning application lodged by Gladman Developments Ltd
15. Employment Matters
    1. To agree the appointment of Bramhall's to advise the Council on current employment matters
    2. To agree that Bramhall's costs will be determined by the amount of work involved and that while this should be kept to a minimum, it is necessary for the Council to receive legal services on employment matters
    3. To agree to the Chairman being the primary contact with Bramhall's and for the Chairman to co-ordinate representations by the Council and advice to the Council
