3. Minutes and Matters Arising
   1. To receive and approve the minutes of the Ordinary meeting held on 16th December 2019
   2. To receive minutes of the Staffing Committee meeting dated 20th January 2020
   3. To consider matters arising
4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
6. To consider financial matters:
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 31st December 2019
7. To receive the draft Ryedale Destination Development Plan and agree a suitable response to the consultation
8. To receive information on progress of the proposed introduction of a 20mph speed limit on West End, Westfield and Tinley Garth
9. To receive correspondence from Phil Whild, Group Manager, North Yorkshire Fire & Rescue Service in response to concerns raised persuant to minute 19116 dated 18th November 2019
10. To consider and agree the allocation of a suitable area for the planting trees in the Old Road play area and the cemetery
11. To receive the NYCC footways winter maintenance schedules 2019/20 and agree continued authorisation for RDC Streetscene Operations to assess the conditions at 5:30am each morning and treatment of the Priority 1 footways on a rechargeable basis
12. To note that works to the wetpour surfaces in the toddler play area at Old Road were carried out on 14th January pursuant to minute 19131a. dated 16th December 2019
13. To receive a report on progress of the works to install additional features at the half basketball court at Old Rod play area
14. To agree the honorarium for the winding of All Saints' Church Clock, currently £200
15. To note that the Ministry of Housing, Communities and Local Government has advised that the appropriate sum for the purpose of section 137(4)(a) of the Local Government Act 1972 for parish and town councils in England for 2020-21 is £8.32
16. To consider and agree the request of PCSO Sean Simpson for access to the Moorside Room during late shifts
17. To consider and agree to support the Local Electricity Bill and sign up to the campaign for more local, clean energy generation that would benefit local communities

19. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
