North Yorkshire Local Plan
Second Public Release of ‘Call for Sites’ Submissions (sites submitted up to and including 14th May 2025)
You will recall that we contacted you in January with regards to an important milestone in the preparation of the local plan for North Yorkshire (the emerging Local Plan covers all of North Yorkshire apart from those areas within the two National Parks of the North York Moors and the Yorkshire Dales). The ‘call for sites’ started in April 2024 when we invited landowners, site promoters and developers to submit sites for consideration as allocations in the local plan. These submissions are for a range of uses. The majority are for residential use with additional submissions for employment, retail, and so on.
The public facing map (Maptionnaire) has been updated so that it includes information on all registered sites (those considered a valid submission for assessment) submitted up to and including 14th May 2025. The sites information is available from the Call for Sites webpage which can be found using this link. The map allows you to move around the whole of North Yorkshire and see what sites have been submitted for consideration. By clicking on each site, you will see a brief description including the location, site size and the proposed uses that have been put forward by the site promoter.
Please note, we are not consulting on the release of the sites at this stage and are not currently accepting comments on them. We are making the information available to ensure greater levels of transparency and to allow you, the community and other interested parties the opportunity to have sight of the submitted sites as early as possible.
A comprehensive consultation will take place later that will seek the views of the community on all sites – at which stage further work will have been completed to give a greater direction as to whether such sites are likely to be recommended for allocation or dismissed. You will be able to share your views at that time.

Local Plans team
The consultation opened on Monday 19 May and will run until midnight on Tuesday 15 July.
This consultation is our first conversation on a new local plan for North Yorkshire. It is about the priorities and issues that the North Yorkshire Local Plan can help to address, and we are asking for views on those local plan priorities and issues, what the places and spaces across the North Yorkshire Local Plan area will be like in the future and the how the new local plan can influence that.
The consultation is being hosted on the Planning Policy Planning Policy Consultation Portal which can be accessed via the website The North Yorkshire Local Plan | North Yorkshire Council or through the current consultations page Current consultations | North Yorkshire Council . Following feedback we have updated the portal to ensure it is more accessible including embedding the link to the document and the how to complete a submission help video, within the first page.
Here the North Yorkshire Local Plan: our first conversation can be viewed either on the portal or the pdf downloaded to view or print off.
Along with the consultation document there are the background/evidence-based documents
- Housing and Economic Development Needs Assessment
- Settlement Hierarchy Background Paper
There is also the supporting information
- What you need to know (FAQs)
- How to Respond
- Plan on a Page
While we encourage comments to be submitted by the portal, we will also accept comments via email and post.
In addition to the first conversation, we are consulting on the Sustainability Appraisal Scoping Report. The Sustainability Appraisal is a systematic tool used to assess the relative sustainability of a plan/policy or project.
Physical copies of the consultation documents, the North Yorkshire Local Plan: our first conversation and the Sustainability Appraisal Scoping Report are available to view in the Council offices and libraries across North Yorkshire (excluding those in the National Parks who have their own local plans).

Celebrating Kirkbymoorside's Community
Building on the success of the Kirkbymoorside Community Awards last year, when we recognised and celebrated contributors from voluntary/charity organisations, membership groups, individuals, and young people all making a positive impact in the community we are so proud of, the Town Council is pleased to announce the nominations process is now open for 2025!
We are looking for nominations this year in three categories:
· The Group Award: voluntary/charity/membership organisation of the year
· The Individual and / or ‘Quiet Contributor’ of the year
· The Young Person of the year (0 – 25 years of age)
and all must be operationally active in the designated geographic area (Kirkbymoorside). The Town Council may also make a discretionary award, for the overall outstanding contribution.
The celebratory event will be an evening affair, on Saturday 27th September at the Memorial Hall when we will welcome the nominees, their nominators, event sponsors and community representatives. We will be entertained again by the Kirkbymoorside Town Brass Band and are delighted that Angus Ashworth from Ryedale Auctioneers, has agreed to anchor the event for us.
The Town Mayor, Joe Coughlan commented “We are thrilled to be making this an annual event recognising the kindness of our residents making a positive difference to the fabric of the Kirkbymoorside community. We look forward to receiving nominations, and the challenging task of selecting winners!”
Click on the links to download the easy-to-complete nominations form and guidance notes, or collect a paper copy from the library or the Home Decorating Centre in Kirkbymoorside. The nominations window is now open until 5th September, so something to think about over the summer and make your nominations.
Training available for local businesses and organisations
The Terrorism (Protection of Premises) Bill, informally known as Martyn’s Law, gained Royal Assent on 3rd April 2025, after more than five years of campaigning by Figen Murray OBE, the mother of Martyn Hett, one of 22 victims brutally murdered in the Manchester Arena terror attack, 22 May 2017.
Martyns Law essentially mandates that public premises with a capacity greater than 200 are better prepared for terrorist attacks and ready to respond.

SCaN training empowers your staff to correctly identify suspicious activity and know what to do when they encounter it. The skills your staff learn will also help them to provide an enhanced customer experience.
